Welcome to the first edition of the ODYSSEE-MURE newsletter for the new project phase that officially began in May 2025. Over the past months, the consortium has been actively advancing its analytical work, policy support, and knowledge-sharing activities. During this past semester, a particular focus has been placed on energy efficiency in industry, with many of our analyses, discussions, webinars, and policy brief activities revolving around this key topic for Europe’s energy transition and security, and competitiveness. Energy efficiency in industry was also the focus of the first ODYSSEE-MURE in-person seminar in Chisinau (Moldova). We are pleased to already have a rich set of updates, publications, and milestones to share with you — all of which you can explore in the sections below.

Updates of the country and sectoral profiles
The country profiles, outlining the main energy efficiency trends and policies for each country, have been updated in January 2026, now including detailed data up to 2023.
Similarly, the sectoral profiles are updated with trends until 2023 included, highlighting the main recent developments at EU level for each end-use sector (transport, industry, households, services).

2025 Scoreboard updates
The 2025 ODYSSEE-MURE Scoreboard focuses on the scores about energy efficiency in all sectors, and which countries perform best. You can find the scoreboard on our website here: https://www.odyssee-mure.eu/data-tools/scoring-efficiency-countries.html. A part of the scoreboard focusing on the industrial sector was presented at the eceee zero carbon industry event in February 2026 (see below)

The ODYSSEE online database and its tools updated
Detailed data up to 2023 and estimates of key indicators up to 2024 in ODYSSEE database
Detailed energy consumption data for 2023 have been published for all countries (in October for EU countries, in December for Energy Community Parties). Estimates of the ODEX and decompositions of variation consumption for 2024 have been published in early December for EU Member States, and recalibrated based on recent Eurostat data, in January 2026.
Several methodological improvements have been incorporated into the database, including the calculation of the ODEX index from 2010 (base year 2010=100), the adjustment of the ODEX for services to exclude datacenters consumption for countries where data on datacenters is available, and the extension of the CO2 decomposition tool to cover the power sector as well as the addition of a decomposition analysis of total emissions by effect.
Ask for a free access to the database (EU ministries and institutions, universities for academic purposes) or a trial version.

Policy brief and webinars on energy efficiency in industry
The latest ODYSSEE-MURE policy brief and webinar #21 explored recent energy efficiency trends in the industrial sector, analysing how industrial energy consumption has evolved amid high energy prices and assessing progress toward improved efficiency and decarbonisation.
Two more webinars will complement this series on industry this semester, with the example of France’s Industry Pact in April, and energy audits to benchmark energy efficiency in the manufacturing industry in June.

Webinar #23 –Results from the ODYSSEE-MURE 2025 Energy Efficiency Scoreboard and Insights from Ireland (18 March 2026, 15-16h CET)
This webinar will present the latest update of the ODYSSEE-MURE 2025 Scoreboard, which assesses EU Member States’ performance on energy efficiency levels, progress, and policies based on more than 300 indicators and 3,200 policy measures, alongside a closer look at recent developments and trends in Ireland, as well as methodological considerations. Webinar #24 – The decarbonization of the French industry: France’s Industry Pact (29 April 2026, 10-11h CEST)
The webinar will present France's Industry Pact that was launched in 2023 as a national programme to support industrial decarbonization and energy transition by helping companies reduce CO₂ emissions and energy use through strategic planning and investments. The webinar will discuss lessons learnt after three years of implementation, focusing on the role of energy efficiency in decarbonisation plans of industries. Register here.

This webinar explored how energy poverty is being addressed at EU and national levels, featuring insights on key indicators and policy measures from the ODYSSEE and MURE databases, the EU policy framework and the role of the Energy Poverty Advisory Hub, as well as Portugal’s national strategy and local initiatives supporting vulnerable households. Webinar #21 - Energy Efficiency Trends in Industry in the EU (16 December 2025)
This webinar reviewed recent changes in the industrial sector, focusing on how high energy prices since 2022 have affected energy consumption. It specifically examined the role of energy savings and other factors in the sharp reduction of energy use in this sector. Find the proceedings here.
Webinar #20 - Where are we heading with energy efficiency policies in the coming years? (November 2025)
This webinar opened the 2025-2027 season of the Energy Efficiency Academy. It explored the future direction of energy efficiency policies in Europe, discussing the implications of the revised Energy Efficiency Directive, the Energy Efficiency First principle, strengthened 2030 targets, and emerging policy debates including the Clean Industrial Deal and future 2040 targets. ODYSSEE-MURE at the eceee Zero Carbon Industry Conference
In the pre-conference event “Industrial parks and synergies: energy efficiency and decarbonisation” the presentation “Energy efficiency and multiple benefits for economies companies” by Wolfgang Eichhammer and Ivana Rogulj highlighted the link between energy efficiency and multiple benefits, notably energy security aspects and energy prices, which is – again – a topic with the current developments in Middle east and the Iran war. A highlight during the first conference day (plenary session) was a presentation of the just published Energy Efficiency Scoreboard (“The eceee & ODYSSEE-MURE 2025 Scoreboard. Which country tops Europe’s list of industrial energy efficiency countries?” by Wolfgang Eichhammer). In Panel 3, a presentation by Barbara Schlomann focused on “How is Energy Efficiency and Energy Efficiency Policy contributing to the EU’s new Clean Industrial Deal.” Finally, a side-event arranged by the Life-funded ODYSSEE-MURE project on “Energy efficiency, competitiveness and price impacts” discuss how energy efficiency can impact competitiveness, supported by indicators and European economic data. The session also talked about work to link systematically energy efficiency measures to reduction in energy prices. Finally, Didier Bosseboeuf gave specific insights in the French position in the newly published ODYSSEE-MURE Energy Efficiency Scoreboard 2025. Presentations will soon be published on the eceee zero carbon industry conference website.

ODYSSEE-MURE at the streamSAVE+ workshop on data for energy savings calculation
The sister project streamSAVE+, dealing with energy savings calculations in the context of the Energy Efficiency Directive, organised a workshop about the importance of databases as key inputs for energy savings calculations. ODYSSEE-MURE was invited together with the OBSERVE project (about national building stock observatories) and the Joint Research Centre (about the JRC-IDEES database), to share their experience in developing databases, how data are updated, and to discuss key methodological issues and latest developments. Zineb Raji and Bruno Lapillonne presented about “ODYSSEE database: energy savings calculation through top-down indicators”.

Energy technology specialty day in TalTech
Every 5 years, Energy Technology Speciality Day is organised in Tallinn University of Technology aiming to increase public and institutional awareness of energy transition challenges.
The Energy Technology Specialty Day (10.10.2025) brought together representatives from a broad spectrum of stakeholders (270 participants), including district heating companies (Utilitas, Adven, Narva Soojus, SW Energy), energy companies (Enefit, Elektrilevi), chemical industries (VKG, UP Catalyst), public authorities (Ministry of Climate), engineering companies (Filter, Stargate, Sweco), professional associations (Association of Estonian Engineers, Estonian Power and Heat Association, Estonian Association of Thermal Engineers), research organisations (TalTech, Estonian Environmental Research Centre, Estonian University of Life Sciences). ODYSSEE-MURE poster has been presented during poster session as well as project results have been presented by Janita Andrijevskaja during PhD student session.

ODYSSEE-MURE receives the LIFE Programme’s Latvian 2025 Award in the nomination “The most significant LIFE project contribution to the implementation of the National Energy and Climate Plan 2030”
On December 4, 2025, the “LIFE Award 2025” gala ceremony took place at the Environmental Education Center of the Latvian National Botanical Garden. The aim of this national annual competition, which was held for the fourth time, is to promote the visibility of the EC’s LIFE programme in Latvia by identifying and highlighting the most successful projects that have received LIFE programme funding and are implemented by Latvian institutions. The award event was jointly organized by the Ministry of Smart Administration and Regional Development, the LIFE programme and the Latvian Environmental Protection Fund.
The awards were presented in 9 different nominations. The ODYSSEE-MURE has received the award in the nomination “The most significant LIFE project contribution to the implementation of the National Energy and Climate Plan 2030”. ODYSSEE-MURE has received the award in competition among 24 projects in this nomination.

ODYSSEE-MURE welcomes the launch of the Energy Demand journal
ECEEE launched on 6th of March 2026 the new journal ‘Energy Demand’ (full name ‘European Journal for Studies in Energy Demand, Efficiency and Resource Use’). It is a peer-reviewed publication dedicated to advancing knowledge and innovation in the field of energy demand, efficiency and resource use. The scope spans technical, economic, and policy-driven approaches that support Europe's transition to a sustainable, low-carbon and resource-efficient future.
ODYSSEE-MURE welcomes the launch of this journal that will contribute to develop the evidence base about trends in energy demand and efficiency, and about policy developments and impacts. Paper submission is open: looking forward to the first papers!
